On June 12th, 2023, the promotion meeting and on-site observation and exchange meeting for the "Safety Production Month" and "Safety Production South Guangdong Tour" activities in the field of housing and construction were held in Guangzhou. The main purpose of holding the conference is to thoroughly study and implement the important discourse and instructions of General Secretary Xi Jinping on safety production, as well as the important speeches and instructions during the inspection of Guangdong. It aims to promote the policies and guidelines of the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government on safety production, enhance the awareness of safety production in the entire industry, promote good experience and practices, promote stable and positive safety situation, and ensure high-quality development with high-level safety.
During the meeting, Wang Baosen, Deputy Director of Guangzhou Housing and Urban Rural Development Bureau, first spoke on behalf of the local government. On site observation: Li Bingsheng, Deputy General Manager of China Construction Third Engineering Bureau, delivered a speech and introduced his experience in safety management. Subsequently, 10 representatives of construction companies on site collectively read out the safety production initiative.

We should take the "Safety Production Month" activity as an opportunity to promote the effective implementation of various institutional measures for construction safety production, and highlight four aspects of work: first, we should strengthen the sense of responsibility of the first person in charge of the enterprise, and through centralized propaganda, warning education, business assessment and other methods, we should suppress the legal responsibility of the main person in charge of safety production in the construction enterprise, and implement responsibility measures layer by layer to the front line of the post. Secondly, we need to enhance our strong willingness and ability to identify and solve problems, and promptly establish and improve the mechanism for investigating and rectifying responsibilities. We must improve the quality of risk and hidden danger investigation and rectification, focusing on major hidden dangers such as illegal subcontracting, illegal welding and cutting, risky construction operations, and chaotic on-site management. We will carry out two rounds of full coverage investigation for all housing and municipal engineering projects, guide and supervise construction enterprises to do a good job in hidden danger investigation and rectification. Fourth, it is necessary to timely summarize and promote good experience and practices, and further consolidate the foundation of safety management.

We should take the "Safety Production Month" event as an opportunity to promote the implementation and refinement of safety prevention work in key industries in the housing and construction sector. Key implementation of the "five closely monitored" measures: firstly, closely monitoring gas safety; Secondly, closely monitor the structural safety of self built houses; Thirdly, closely monitor the safe operation of municipal public facilities; Fourthly, closely monitor urban management safety; Fifth, closely monitor the safety during the flood season.

After the meeting, the attending comrades went to the Guangdong Hong Kong Macao Greater Bay Area (Guangzhou) Technology and Finance Center project for observation. It is reported that this project is a key project in Guangzhou, positioned as the "headquarters economic center of the financial industry". It is an important base for the construction of high-tech finance and industrialization in Guangzhou Science City. After completion, it will become a new business card of Guangzhou International High tech City.
